Office building is located at the branch of M. Lagunova street and Rokosovskogo street, in an existing building block. Lot size is 0.065 ha, 0.032 ha of which is allocated for the setting, the remaining area is reserved for parking, outbuildings and improvement facilities.

The building has four floors above the ground, as well as upper ground and attic floor. All floors have office premises, technical facilities are placed in the ground floor.

Rectangular with a shift on the plan, the building tends to the classical architectural forms. An emphasis is made by a colonnade, placed in the corner of the building.

Structurally, the building is made of brick, with supporting external and internal walls and prefabricated ferroconcrete floor. Hip roof, covered with metal tile. Exterior is insulated with foam plates and finished with decorative plaster.
